The Treaty of Ironcliffs, between the Realm of Koslin and the dwarfholds making up the Anti-Realm Alliance, was a significant step in the Underground War. After a series of incidents in which free gnomes were kidnapped into dwarfholds, and raids against dwarfholds freed gnomes, the two sides agreed not to do either of those things again and laid down a few other rules that de-escalated the war.

Part of the treaty was an agreement that the realm wouldn’t have official dealings with the gnomish underground.
