Victory's Inner Council is a hand-picked group of mostly high-ranking people who assist her in making decisions about governing the realm. It includes high-ranking military officers; the Master-Mage (who heads it); Clemency, the Senior Regional Scholar of Oversight (see Asterist scholar), a longwinded woman who uses an elaborate vocabulary; members of the Gold Class including Patience; the Deputy Chief Clerk Gracious; and the Adviser Against.

After Unification, members are added from former Denning, including Provincegolds Constance Northriver and Beauty Six Gorges and General Vigilance Soldier.
